The following solution has been tested in Firefox and works. It hasn't been tested in Safari, but it might work.
I recently created a script for Google Chrome. It used a different technique known as Bookmarklets. It appears this works on all browsers. Please visit http://www.gruss-software.co.uk/Betfair_Refresh_Google_Chrome.htm , right click on the “Betfair Refresh” link and select “Bookmark this link”. You can then select “Betfair Refresh” from your bookmarks and it will bring up the popup to enter the refresh rate. It’s a lot simpler than installing an add on.
