I am looking for somebody to write me excel spreadsheet instruction to trigger bets in the following circumstances

In the morning of a race day I am going to select a number of horses that meet my selection criteria, there could be more than one selection in each race. As I select the horse I am going to give it a decimal price ("my price"). Having completed my list, I want to be able to lay it for x amount at the current back price at 3 minutes before the scheduled off time if the following criteria are met

At 3 minutes before the scheduled off there must be 8 or more runners
At 3 minutes before the scheduled off the selection is not clear favourite
At 3 minutes before the scheduled off the back odds for the selection are less than 7.2 for NH races, 7.0 for Flat races*
At 3 minutes before the scheduled off the back odds of the selection are at least 1.3 points greater than the odds of the clear favourite
At 3 minutes before the off ((my price of the selection) minus (the back price of the selection)) x 10 is less than -1.01
Bets to be retained once market goes in-running

I am happy to pay for this....please let me know the cost.
