TPD on French Races

I've been having a look at the French races and am finding it a bit hit and miss in that when the race goes in play, the TPD data doesn't always come through, either in the grid interface or into Excel.
For example, today, TPD say that Toulouse data should be available. However, the 15:28 race went in play and no data was sent to my spreadsheet. This does happen quite often. Generally, I notice that no data comes through until after the race has started but sometimes the race will go in play but nothing shows in the TPD column. So, is this a BA problem or a TPD thing? I wouldn't mind as it should be possible to detect when this happens but I do wonder if this causes my available races under my subscription to be decremented.

I captured the stream for the 15:28 Toulouse from 15:26 until 16:16 and only received heartbeat messages, no actual data. Therefore this looks like a TPD issue. You should contact TPD Zone regarding your quota. I will follow up with TPD.
