Suspended message

Could anyone explain what's going on with the following.

When a race goes off, The "Supsended" message appears on BA. The prices prior to off are still showing but unavailable and then are cancelled. Some new offers then appear before the suspended message disappears. Who can place these bets and how do these prices appear before the suspended message is gone?
