Bets not being placed

I am placing auto bets when a horses price falls to 1.3 or lower in running but probably half of the bets are not being filled. Can anybody explain why?

Bets placed in play are subject to a one second delay, the price has probably moved and no longer 1.3 when your bet finally gets put in the market.

I am placing my bets at less than or equal to 1.3. I am on the fastest internet speed available. Would a faster PC processor help?
I appear to have a winning system if all of the bets are placed.

better cpu will not make any difference.
Check your system with past data at available odds 1.2secs after the time you place your bet
because of the 1sec in running delay

there is plenty of liquidity in running so I guess it is not a loosing approach for all of them.
The "problem" with in running betting is that if you are searching based on past in running data you must take into account the 1sec delay
- especially at the last stages of the race-

a "clear" winning approach turns into a loosing one in real world because of the 1sec delay
