Reduction Factor in the US horse racing

Hi,

Does anyone knows how does betfair calculate the Reduction Factor for the horses in the us racing?

Does anyone know whether it is some function of what is usually called: "M/L" in normal bookies (like Ladbrokes)?
The thing is, when I look at a specific race and horse, the M/L is always the same. Meaning, all the bookies gives the same M/L. That's why I thought there might be some formula that betfair uses to make the M/L into Reduction Factor
