Excel Formula Help

I was not if it was ok to post it here so feel free to move to correct forum.

I am trying to use this excel formaul.

{=INDEX(O12:O35,MATCH(MIN(ABS(O12:O35-2)),ABS(O12:O35-2),0))}

The problem i have is it needs to read a price in the whole, but each race has different amount of runners as we know, i need a way to use the formula with out adding zeros to the column.

For the area D10:D18 you can use:
INDEX(D:D,10):INDEX(D:D,D5)

where in D5 is the number 18 - use the countA to find the last row with runners and put it into D5
