Kill or Fill

Can anyone tell me if the in-play delay is included in the fill or kill time?

For example, if I submit a bet with 5 seconds as the fill or kill setting, but the market has a 3 second in-play delay, will the 5 seconds start after the 3 seconds or as soon as I place the bet?

The 5 seconds will start after the bet is accepted by Betfair ie. after the delay.
