In my case, what I meant was that in Excel when a bet was triggered, the bet ref would appear reasonably quickly (although longer than normal I think) but there was a much longer delay than normal for the P&L to appear in column X. Also, I appeared to get matched at a much lower price than was available when I saw the bet being triggered. However, I put that down to the poor liqiudity of the in-running markets.
When Betfair have API problems I generally find the in-running horse racing liquidity falls and only gradually pulls back up after people have confidence that its working correctly. However, the next few weeks are the worst time of the year for liquidity anyway, so I'm being hit by a double wammy, same as last year.
